I don't know the answer to that question, but consider this. At a party, how often do you see everyone sitting down together. Most often people stand around, lean on counters etc. I don't think you need a chair for each person.
Just as an intereting tid bit, my wife once got an invitation to a bridal shower, where it asked her to bring her own chair.....Can you believe that?
She regrets not keep that invitation for future laughs.

Because once you cross that bridge, my friend, the ghost is through, his power ends.

bales of straw or hay work nicely, and you can use fabric, halloween table cloths throws, etc to cover them. It can be a bit messy to clean up inside later, but it adds to the fall ambience... if your party is outside, its a win win, especially if you have a bonfire
if you live in an area with farms, sometimes they will loan the bales with a small refundable deposit for when you return them

My party is expected to have at least 20 in attendance. A small apartment/flat is going to overflow. Good thing Florida weather is going to permit people to go outside. In fact, I'm banking on it. The hallway outside the door is sort of enclosed, with the stairwells and either end of the hall is open-air to the outside world. This has made it a little difficut to create some sort of outdoor decorations to the building. Maybe next year...
As far as seating is concerned, I'm going to borrow a few Rubbermaid (plastic) lawn chairs from the parents.
I have one of those camping tables, that unfold and have seats built in.
Also a large heavy table and the white kitchen chairs.
3 bar stools
My computer chair
A recliner
A window seat/bench
and the couch.
Also, not everyone likes to set down and talk. A lot of them like to stand.
Over the course of the year, I'll be buying plastic lawn chairs of my own. And perhaps, if I'm lucky, I'll get another big table for the hall. Move the majority of the seating outside, and have more room than before.
But the last minute "set-up" is going to be murder.
