Some of the old horror is creepy for sure and horror dolls fit into it but to me they are not actual threatening to me.

How about La Isla De Las Muñecas (Island of the Dolls)?

Apparently, an old hermit who lived on the island thought it was haunted by the spirit of a local girl who had drowned nearby. So to protect himself he started hanging dolls, which he found bobbing in the river, in the trees. It didn't work though. The old hermit was later found drowned in the canal, just like the little girl. (Que the Twilight Zone music!)

IT certainly is very creepy, even if you aren't creeped out by bolls. Just the way the "artist" has them hanging from that tree leads one to wonder what was on his or her mind.

I think they hung there for dramatic effects for the purpose of the photo.

That very could be the case, Chang. But it still is very creepy, and it would be intereting to make a 'haunted road trip' to that doll display. I wonder where it is.
