There are all kinds of ways that urban legends get started. Small towns are rife with them, as there's an endless supply of folklore passed down from generation to generation. I have yet to find out any legends about Streator Illinois, though. I do know that a good portion of the town is built atop of coal minds that were long abandoned. It would be interesting to visit inside one of those old mine shafts.

Go to the public library and read about the history of your town. Also, if there are any ghost tours come October, take one.

I was born and raised in Chicago, and I didn't live in Dwight until the mid 90s, so none of my aunts, uncles, etc were there to start that legend, but it's quite plausible and even probable that there was such a myth going around long before my arrival to Dwight Ill.
